Disenfranchisement of IDPs risks creating more conflict in Sudan

The census and election registration processes undertaken as a prelude to Presidential and Parliamentary elections due to be held in Sudan from 11 to 13 April are deeply flawed. Internally displaced persons – of which Sudan has over five million – are especially likely to be disenfranchised. The risk is that rather than being a positive step towards peace and stability, these elections may create further discontent, violence and displacement. In some areas, in particular Darfur, the failure to count and register IDPs casts doubt on the legitimacy of any election held under the present register.

A unique opportunity to strengthen the protection of the internally displaced in Africa

At a Special Summit to be held in Uganda from 19-23 October, the African Union (AU) is expected to adopt a Convention for the Prevention of Internal Displacement and the Protection of and Assistance to Internally Displaced Persons in Africa [hereafter, the Convention]. The Convention would be the first international instrument of its kind and would send a signal to the rest of the world about the seriousness with which Africa, home to around half of the global total of internally displaced persons (IDPs), considers the issue [i].

Decisive Action Needed by the African Union to Address Africa's Internal Displacement Crisis

On the occasion of World Refugee Day, 20 June, IDP Action urges the international community, especially the African Union (AU), to redouble its efforts to protect and assist Africa's 12 million internally displaced persons (IDPs). Refugees within their own borders, IDPs benefit from few of the protections afforded to those who manage to cross an international border, suffer the same insecurity and deprivation, if not worse, and are around five times more numerous.

Attacks on national and international NGOs against the letter and the spirit of the African Union IDPs Convention

The campaigning group IDP Action today joins the chorus of civil society organisations condemning the actions of the government of Sudan in shutting down national NGOs and expelling international NGOs, all of which were providing vital and life-saving support to the country's five million internally displaced persons (IDPs).

The African Union Convention for the Prevention of Internal Displacement and the Protection of and Assistance to Internally Displaced Persons in Africa

IDP Action has published a detailed analysis of the draft African Union IDPs Convention. The IDP Action paper weighs the strengths and weaknesses of the draft Convention, with particular attention to the articles relating to non-discrimination, the obligations of armed groups and monitoring and compliance. A summary of IDP Action's analysis has also been published in a special issue of the journal, Forced Migration Review.
